Cesare Salvi was born in 1948. He has been Professor of Civil Law since 1978 and he currently teaches at Roma Tre University.

He was a senator for the PDS from 1992 to 2008. He has been president of the parliamentary group in the Senate from 1994 to 1999, Minister of Labour from 1999 to 2001, Vice-President of the Senate from 2001 to 2006, and President of the Justice Committee from 2006 to 2008. He did not join the PD, and later returned to his teaching and research activities.
